The Florida Building Code's energy chapter — paired with the federal 2023 minimum-efficiency rules — quietly sets the floor for every system replaced on the Emerald Coast. Here's how SEER2 changes what you can actually buy.
Definition: SEER, SEER2, and why both numbers exist
SEER — the Seasonal Energy Efficiency Ratio — is the cooling output (in BTUs) a system delivers over a season, divided by the electricity (in watt-hours) it consumed to deliver it. Higher number, more efficient.
SEER2 is the same calculation under a tougher test that better reflects real residential ductwork. Since the federal 2023 minimum-efficiency overhaul, SEER2 is the number the U.S. Department of Energy — and your installer’s submittal to the Walton/Okaloosa/Bay County building department — cares about. A 15 SEER unit under the old test is roughly a 14.3 SEER2 unit under the new one.
The relevance to a Florida homeowner: the federal minimum for split-system AC in the South (which includes all of Florida) is 14.3 SEER2 / 11.7 EER2 at this writing. Any new replacement you buy must meet or exceed that, and your installer must submit the AHRI matchup proving it before the permit closes.
When the code minimum changes what you can buy
The FBC Mechanical chapter incorporates the federal minimums by reference. So even though Tallahassee doesn’t write the SEER2 number itself, an installer on the Emerald Coast can’t legally drop in a sub-minimum condenser without the permit application failing. Three practical consequences:
- The cheap-from-the-internet condenser problem. Older, discontinued, or grey-market units found on auction sites often come in below the current SEER2 floor. They will pass nothing. Don’t supply your own equipment expecting a contractor to install it.
- The mismatched-coil problem. SEER2 is a system rating, not a condenser rating. A new 16 SEER2 condenser paired with a too-small or wrong-brand indoor coil might rate at 13.5 SEER2 as a match — below minimum. The AHRI certificate has to back the system, not the box.
- The refrigerant transition. R-410A is being phased down in favor of R-454B (and similar low-GWP refrigerants) on most new residential equipment lines. New refrigerant means new equipment generations, new line-set practices, and non-interchangeable parts. Plan around it on any replacement in 2026 or later.
Failure modes
Buying tonnage instead of capacity match.
On the Gulf Coast, the temptation to “just go bigger” backfires. An oversized condenser cycles short, never runs long enough to dehumidify, and you end up with a 72°F clammy house at full utility bill. Our companion article on coastal dehumidification walks through this trap in detail.
Buying SEER2 you can’t use.
A 20 SEER2 inverter-driven Daikin FIT in a leaky, un-insulated 1970s ranch will never see its rated efficiency. The single biggest lever on your power bill on the Emerald Coast is duct sealing and attic insulation, not the next SEER2 step up. Spend the marginal dollar where it returns the most. Skipping the AHRI certificate.
Without the AHRI matchup on file, your federal residential energy-efficient property credit (currently 30% of qualifying heat-pump cost up to a cap) is unclaimable. The credit is meaningful — on a $9,000 heat pump install, it’s real money. Ask for the AHRI cert in writing, with the install paperwork.
Proof: what we see on the Emerald Coast
We do change-outs from Panama City Beach to Fort Walton Beach every week. The systems that visibly outlive their AHRI rated life on the Gulf Coast share three traits: (1) sized to the Manual J load, not the previous unit’s tonnage, (2) matched indoor + outdoor + refrigerant per the manufacturer’s AHRI table, and (3) installed with the corrosion-control measures that the salt-air environment demands. Code minimum is the floor. The other two are the difference between a 12-year system and a 7-year system.
Action: questions for any quote you’re comparing
- What is the SEER2 (not SEER) of the proposed matched system? And is the AHRI certificate attached to the quote?
- What refrigerant does the new system use, and is the installer trained on it? R-454B requires different braze and leak-detection practice than R-410A.
- What's the Manual J calculation that justifies the chosen tonnage? “Your old one was 3 tons, so we quoted 3 tons” is not a calculation.
- Will the install qualify me for the 25C federal tax credit? Heat pumps that meet the CEE highest tier do; many baseline ACs don’t.
